For many travelers it is easy to reach, but culturally and administratively it’s not a trip to plan with a dog at the last minute.

When traveling with a dog to Morocco you need to think about two things: entry to Morocco and getting back home. Entry rules are set by Morocco’s veterinary authority, ONSSA. Return is governed by the rules of the country your dog is re-entering after Morocco.

This article covers a standard non-commercial trip with a dog traveling with its owner or an authorized person. If a dog travels as cargo, for sale, for a change of ownership or is not accompanied in the same means of transport, different rules may apply.

Table of Contents

Quick overview

Entry requirements and documents

Rabies vaccination

Rabies antibody titre test

ONSSA import permit

Veterinary health certificate

Parasite treatment

By ferry or by air

Returning home from Morocco

Returning with a dog from Morocco to the EU

Practical tips for staying in Morocco with a dog

When to start preparing

Summary

Quick overview

To enter Morocco with a dog you mainly need:

clear identification by microchip,

a valid rabies vaccination – the dog must be microchipped before being vaccinated; for a first vaccination at least 21 days must pass before entry,

a rabies antibody titre test – a blood test confirming antibody levels after vaccination – if the dog is coming from a country not recognized as rabies-free,

a veterinary health certificate for entry to Morocco,

a document check on arrival in Morocco,

the carrier’s rules, especially for flights or ferries.

For the return from Morocco, the rules of your destination country apply. Before you go, check not only entry to Morocco but also what your dog will need to come back home.

Entry requirements and documents

Morocco sets several specific entry requirements for dogs that must be handled in the right order and well in advance. If a titre test is mandatory for your route, the whole process can take at least three to four months — blood can be drawn only 30 days after vaccination, and the laboratory then needs time to process the sample. Do not start preparations just before departure.

For entry with a dog, prepare:

a microchip — ISO standard 11784 or 11785, 15 digits,

a valid rabies vaccination,

a rabies antibody titre test if arriving from a country not recognized as rabies-free,

a veterinary health certificate,

EU Pet Passport if you are traveling from the EU.

All documents must be in the owner’s name. ONSSA conducts documentary, identification and physical checks of the dog on arrival. If the dog does not meet the requirements, it may be returned to the country of origin or detained.

Rabies vaccination

The dog must have a valid rabies vaccination, and the microchip must be implanted before vaccination. If the vaccination is recorded before microchipping, you may have problems entering Morocco.

For a first rabies vaccination, at least 21 days must pass before entering Morocco. With timely boosters, if the vaccination has not lapsed, no new waiting period applies.

Always confirm the exact rules on vaccine validity and accepted vaccine types with the veterinary authority in your country of departure or with ONSSA before you travel, as conditions may vary by country of origin and can change.

Rabies antibody titre test

The titre test is mandatory for dogs entering Morocco from countries that are not recognized by the World Organisation for Animal Health (WOAH) as rabies-free. Most countries worldwide, including all EU member states, are not on that list, so for most travelers the test is required.

The test must be carried out more than 30 days after rabies vaccination and the result must be endorsed by the veterinary authority of the country of origin. The sample must be processed in a laboratory accepted by that authority. For return to the EU, the requirement is stricter — the laboratory must be EU-approved (see the Return to the EU section).

This is one reason why preparing for Morocco takes months, not weeks: first the microchip, then vaccination, then wait 30 days, then the blood draw, then lab processing. If you are late with any step, the whole timeline shifts.

ONSSA import permit

For a standard non-commercial trip where the dog travels accompanied by its owner, entry is primarily based on the health certificate and supporting documents. Whether an ONSSA import permit is required is not consistently confirmed for all scenarios — some sources list it as always mandatory, others only for unaccompanied animals or commercial imports.

Before you travel, check the current position directly with ONSSA or the veterinary authority in your country of departure. If a permit is required for your trip, contact the regional ONSSA office corresponding to your Moroccan point of entry and allow 5 to 15 working days for processing. ONSSA communicates mainly in French and Arabic — an email in French increases your chances of a reply.

Veterinary health certificate

A veterinary health certificate is mandatory for travel to Morocco. It is issued by a licensed veterinarian in the country of departure and must include the dog’s identification, owner details, vaccination records, titre test results and a declaration of health.

If traveling from the EU, check with the veterinary authority in your country which form is used for entry to Morocco and who must endorse it. A regular vaccination booklet or the EU Pet Passport alone is not enough — the certificate must meet Moroccan requirements.

Parasite treatment

Treatment against internal and external parasites is not strictly required for entry to Morocco, but ONSSA strongly recommends it. It must be administered by a licensed veterinarian with products approved in the country of departure and can be recorded directly on the health certificate.

Regardless of formal requirements, treating your dog before the trip makes practical sense. Morocco has ticks, fleas and other parasites that can transmit disease. This is especially important in warmer and rural areas.

By ferry or by air

Your choice of carrier matters a lot when traveling to Morocco. Many travelers take a ferry from Spain or fly. In both cases, check the pet policy before buying a ticket.

A carrier may set its own conditions for transporting a dog, such as:

whether the dog may travel in the cabin, in the car, in a crate or in another designated area,

what crate dimensions or types are allowed,

whether documents must be submitted in advance,

whether size or breed restrictions apply,

whether the dog has access to the owner during the crossing or flight.

These rules are separate from state veterinary requirements. Even if your dog’s documents are in order, the carrier may refuse transport if its operating conditions are not met.

Returning home from Morocco

When a dog returns from Morocco, the destination country’s rules apply, not Morocco’s. Before you go, check what documents your dog will need to re-enter.

Your return country may require, for example:

a valid rabies vaccination,

microchip identification,

a veterinary health certificate,

import documentation,

entry via a designated checkpoint,

a rabies antibody titre test, if required by the return country.

If you continue from Morocco to another country, follow that destination’s rules. Also note that during a longer stay in Morocco the validity of your entry certificate may expire — when leaving Morocco you will likely need a new exit certificate issued by an ONSSA-approved veterinarian.

Returning with a dog from Morocco to the EU

If a dog returns from Morocco to the EU, it is an entry into the Union from a non-EU country. Morocco is not on the list of countries for which the EU waives the rabies antibody titre test.

For return from Morocco to the EU, a dog mainly needs:

a microchip,

a valid rabies vaccination,

a rabies antibody titre test,

an EU Pet Passport or the relevant veterinary health certificate for entry to the EU,

a declaration of non-commercial movement if using a veterinary health certificate,

entry via an approved travellers’ point of entry for pet animals.

If the dog normally lives in the EU, travels to Morocco and is to return with an EU Pet Passport, arrange the titre test before leaving the EU and have the result recorded in the passport. If the rabies vaccination then remains continuously valid, this will make re-entry to the EU much simpler.

If the test is missing and the dog is already in Morocco, returning to the EU can become significantly more complicated. The test must follow a valid rabies vaccination, the sample must be analysed in an approved laboratory, and if the test is carried out in Morocco the dog cannot enter the EU earlier than three months after the blood draw.

Practical tips for staying in Morocco with a dog

Morocco can be rewarding with a dog, but not always straightforward. Attitudes to dogs vary by region, type of accommodation, environment and individual people. In tourist areas, traveling with a dog can be easier, but do not assume access to indoor restaurants, shops or accommodation.

Morocco is culturally and religiously different from much of Europe. Some people may be more reserved around dogs, especially indoors, near food or in more traditional communities. That does not mean you cannot travel with a dog, but be considerate and do not expect the same level of dog-friendly infrastructure as in some European countries.

Always confirm accommodation directly. A simple pet-friendly filter in a booking system is not enough. Check size limits, any fees, whether you can leave the dog alone in the room, and the rules for shared spaces.

Cities, markets and old medinas can mean crowds, noise, scooters, cats and stray animals. A dog that struggles with bustle may feel stressed in such an environment. Plan shorter walks, head out at calmer times of day and avoid the biggest crush.

You may encounter stray dogs and cats in Morocco. Most situations pass without incident, but keep your dog under control and do not let it run up to unknown animals. Before the trip, consult your vet about protection against parasites, ticks, fleas and insect-borne diseases.

When to start preparing

Preparing to travel to Morocco with a dog takes at least three to four months if a titre test is required for your route. The order of steps is fixed: microchip, vaccination, waiting period, titre test, lab processing, health certificate.

In practice, prepare:

a microchip (ISO 11784/11785),

a valid rabies vaccination – the dog must be microchipped before vaccination; for a first vaccination allow at least 21 days,

a titre test – blood draw no sooner than 30 days after vaccination,

an ONSSA import permit — check whether your route requires it; if yes, obtain it in good time (valid for 30 days),

a veterinary health certificate,

EU Pet Passport if you are traveling from the EU,

your ferry, airline or other carrier’s rules,

the rules for returning home.

If the dog will return to the EU after staying in Morocco, arrange the titre test for EU re-entry well in advance. The most practical approach is to do it before leaving the EU.

Summary

Traveling to Morocco with a dog is possible, but more bureaucratic than most European destinations. Your dog needs a microchip, a valid rabies vaccination, a rabies antibody titre test and a veterinary health certificate.
